flag monument site locations

At the moment, there has been 5 sites located which is deemed feasible to accommodate such a large platform.  Further studies will determine the ideal location whether it's one of the 5 sites or a new location.

The Advantage of these sites are that it's in close proximity to Las Vegas, so the visitors can make a day trip. Only 30-60 minutes drive.
